Governance and Policy Analyst (Job ID: 20190820)

Status: Full-time, Permanent  Vacancies: One  FTE: 1.0  | Schedule: Monday to Friday, 8:30 a.m. to 4:30 p.m.

Reporting to the Manager of Governance and Policy, the Governance and Policy Analyst is responsible for conducting research and analysis of information, development of options and preparation of recommendations on a wide range of policy and governance objectives. The Governance and Policy Analyst will offer strategies necessary to support the Governance and Policy department and the Board of Directors to fulfill the organization’s objectives.

 

Responsibilities

Research and Policy Analysis

  • Research, analyze and draft new and existing policies and procedures and provide recommendations for their implementation, interpretation and possible improvement.
  • Support the Manager of Governance and Policy in providing policy advice and guidance to inform decision-making by drafting policy briefs, briefing notes and/or issue papers for employees and the Board.
  • Develop and deliver presentations to employees, Board members, committee members and external stakeholders such as Alberta Health Services.

Policy Management and Administration

  • Assist in the development and management of a policy framework for the effective development and maintenance of an integrated system that aligns with the primary care interests of Alberta Health, Alberta Health Services, our Board of Directors and our organization.
  • Maintain an accurate policy database of all Board and operational CWC PCN policies and procedures. Ensure current versions are in use and identify required updates and additions.
  • Manage the classification, distribution and completion of policies to staff via electronic policy software. Act as a central point of contact for issues and questions related to policy software.
  • Support annual and semi-annual reviews of all Board and operational policies and assist in drafting and/or revising them.
  • Support the drafting and preparing of monthly Board policy monitoring reports.

Board Governance Coordination

  • Prepare issue papers and briefing notes based on issues and recommendations to and from the Board and its subcommittees.
  • Assist in managing the electronic Board and subcommittee meeting software in preparing and carrying out Board calendar activities and supporting their workflow.
  • Serve as an alternate recording officer and scribe for all Board and subcommittee meetings.
  • Support the production of agendas, minutes, summaries, coordination of meeting materials, Board room set up, tracking attendance, catering and all other Board and subcommittee meeting logistics.
  • Assist in preparing and carrying out Board calendar activities and supporting the workflow of the Board.

Project and Analytical Support

  • Create technical support materials as required (user guides, manuals, procedural documents, etc.).
  • Research and draft issue papers on various topics as assigned.

Qualifications

Education: Bachelor’s Degree in policy studies, public health, administration or a related field. Equivalencies of education and experience may be considered.

Experience: Three (3) years’ experience in an administrative capacity. Experience with policies and drafting proposals and briefing notes is required. Previous research experience is required. Experience working with Boards and committees is preferred.

Organization skills: Ability to multi-task and prioritize. Strong organizational skills. Proven ability to work under pressure and meet deadlines in a highly challenging environment.

Writing skills: Excellent writing, proofing, formatting and editing skills. Ability to translate complicated requirements and ideas into language easily understood by others.

Communications and customer-relations skills: Strong communication, interpersonal and relationship-building skills; able to handle requests and complaints in a professional, non-confrontational manner. Excellent followup and problem-solving skills with the ability to make intuitive decisions. Discretion and ability to handle sensitive and highly confidential information and material appropriately.

Attention to detail: Precision, accuracy and high attention to detail in all aspects of work.

Team-oriented: Ability to work effectively independently as well as with a team.

Technical: Proficiency in computers, Microsoft Office Suite, Adobe Acrobat and policy management databases.

Typing and drafting skills: Ability to type proficiently with speed and precision. Previous experience with taking meeting minutes is desirable. Strong written communication skills and ability to draft correspondence and other documentation.

Time management: An understanding of how to prioritize work tasks while maintaining a proportional sense of urgency with items that require immediate attention.

Confidentiality: This role requires an individual who understands how to handle information that is confidential in nature with discretion and poise.

Additional Requirements

Background check: A clear Criminal Background check is required to start. If you have resided outside of Calgary in the past 12 months, you will need to contact the local police or RCMP detachment in your previous residential municipality to be able to obtain a full report.
