Policy Analyst (Job ID: 20191021)

Status: Full-time, Temporary until March 31, 2019, with the possibility of extension  Vacancies: One  | FTE: 1.0  |  Schedule: Monday to Friday, 8:30 a.m. to 4:30 p.m.

Reporting to the Manager of Governance & Policy, the Policy Analyst will assist with the development and review of clinical and administrative policies. The Policy Analyst will offer strategies to support the Governance & Policy department and the Board of Directors to fulfill the organization’s objectives.



Policy Writing, Research and Analysis

  • Research and analyze existing policies and procedures, and provide recommendations for their implementation, interpretation and possible improvement.
  • Research and draft over 40 new clinical and administrative policies and procedures based on approved Board, organizational or departmental strategies. Assist with drafting and/or revising Board and operations policies.
  • Assist in the development of a new clinical policy manual that aligns with the standards of Accreditation Canada and with the primary care interests of Alberta Health, Alberta Health Services, our Board of Directors and our organization. Assist with identifying and creating procedures that cascade from those policies.
  • Support the Manager of Governance & Policy in providing policy advice and guidance to inform decision-making by drafting Policy Briefs, Briefing Notes and/or Issue Papers for employees and the Board.

Project and Analytical Support

  • Create technical support materials as required (user guides, manuals, procedural documents).
  • Work with other departments on relevant governance and policy projects as assigned.
  • Research and draft issue papers on various topics as assigned.


  • Education: Bachelor’s Degree in policy studies, public health, administration or a related field. Equivalencies of education and experience may be considered.
  • Experience: Three (3) years’ experience in an administrative capacity. Experience with policies and drafting proposals and briefing notes is required. Previous research experience is required. Experience working with Boards and committees is preferred.
  • Organizational skills: Ability to multi-task and prioritize. Strong organizational skills. Proven ability to work under pressure and meet deadlines in a highly challenging environment.
  • Writing Skills: Excellent writing, proofing, formatting and editing skills. Ability to translate complicated requirements and ideas into language easily understood by others.
  • Communications and customer relations skills: Strong communication, interpersonal and relationship-building skills; able to handle requests and complaints in a professional, non-confrontational manner. Excellent followup and problem-solving skills with the ability to make intuitive decisions. Discretion and ability to handle sensitive and highly confidential information and material appropriately.
  • Attention to detail: Precision, accuracy, and high attention to detail in all aspects of work.
  • Team-oriented: Ability to work effectively independently as well as with a team.
  • Technical: Proficiency in computers, Microsoft Office Suite, Adobe Acrobat and policy management databases.
  • Typing and drafting skills: Ability to type proficiently with speed and precision. Previous experience with taking meeting minutes is desirable. Strong written communication skills and ability to draft correspondence and other documentation.
  • Time management: An understanding of how to prioritize work tasks while maintaining a proportional sense of urgency to items that require immediate attention.

Additional Requirements

Background check: A clear Criminal Background check is required to start. If you have resided outside of Calgary in the past 12 months, you will need to contact the local police or RCMP detachment in your previous residential municipality to be able to obtain a full report.
